Title: To provide that the only health plans that the Federal Government may make available to the President, Vice President, Members of Congress, and Federal employees are those created under the Patient Protection and Affordable Care Act or offered through a health insurance exchange.

Summary: Amends the Patient Protection and Affordable Care Act (PPACA) to restrict the health plans that the federal government may make available to the President, Vice-President, or federal employees to a health plan either created under PPACA or offered through a health care exchange established under PPACA. (Currently, such restriction applies to Members of Congress and congressional staff.)
